MANILA - The political opposition can match President Rodrigo Duterte’s vaunted “tapang” (bravery), minority Sen. Risa Hontiveros said Wednesday, as she downplayed the chief executive’s soaring popularity midway through his term.

Duterte ran his 2016 presidential campaign on effecting “real change,” banking on his personalistic style of governance, no non-sense approach to crime, and the electorate’s frustration with the perceived apathy of the administration of then President Benigno Aquino III to the plight of ordinary Filipinos.

His government has since been using the “Tapang at Malasakit” (courage and compassion) catchphrase to describe his style of leadership.

But Hontiveros said while Duterte has shown bravery on certain matters, she would like the President to also respect human rights and women, and stand up to Chinese aggression in the South China Sea.

“Siguro nga gusto nating mga Pilipino ang tapang. Ako din, gusto ko 'yung katapangan. Pero ang sinasabi ko at sinasabi namin sa oposisyon na may ibang klase ng pagiging matapang,” Hontiveros said in a forum.

(Filipinos like bravery, so do I. But in the opposition, we believe in a different kind of bravery.)

“I think sa pag-intindi namin sa pakiramdam ng ating mga kababayan ay kaya naming pantayan ang tapang ni Presidente, at gagawin pa naming kambal diyan ay 'yung maayos na pakikitungo sa mamamayan, sa batas at sa programa.”

(As we get the pulse of our fellow citizens, I believe we can match Duterte’s bravery, and we will do it as we also respect the public and the law.)

Hontiveros added that Duterte may be popular, but that does not mean he is democratic.

“Sabi ng mga survey popular siya, pero hindi ibig sabihin na sinabi ng mga survey na popular siya, ay ibig sabihin demokratiko siya,” Hontiveros said.

(Surveys say he is popular, but these do not necessarily mean that he is democratic.)

A Social Weather Stations (SWS) survey conducted in June revealed that 80 percent of adult Filipinos were satisfied with Duterte’s performance compared to only 12 percent who were dissatisfied and 9 percent who were undecided.

This translates to a net satisfaction rating of +68, classified by SWS as "very good" and a new personal record-high for the President, surpassing the previous record of a very good +66 in March 2019 and June 2017.

Hontiveros noted that some authoritarian governments, despite their popularity, eventually fade away.

“Alam natin sa history ng ibang mga bansa, nagkaroon ng mga authoritarian at even dictatorial governments na sa simula ay may bihis demokratiko. Pero sabi rin ng history, ang lahat ng mga authoritarian, matatalo din at naglalaho din.”

(We know that in the history of some countries, there had been authoritarian and even dictatorial governments which at first appeared democratic. History shows that authoritarian leaders lose and disappear.)

She said even if Duterte remains popular, she believes Filipinos would never accept some of his policies, such as the war on drugs and his friendliness towards China, which has been accused of bullying the Philippines in the South China Sea.

“Tinatanggap ko parang sinasabi ng mga survey popular siya… hindi ibig sabihin nito maayos ang pamumuno niya, na hindi ibig sabihin nito habambuhay na lang ay mananatili siya diyan sa kapangyarihan,” she said.

(I accept that he is popular in the surveys, but this does not mean that his leadership style is laudable and he should stay in power for life.)

The opposition has also criticized Duterte’s war on drugs, where some 6,000 drug suspects have been killed, based on police figures. Human rights groups, however, said government’s data on drug war deaths are severely understated.
