Manila, Philippines – Nabulgar sa pagdinig ng Senado ang walong miyembro ng sinasabing mafia sa Philippine Health Insurance Corporation (PhilHealth) na nakikipagsabwatan umano sa health care providers upang makasingil sa mga ghost claims ng bilyong piso.

Sa kanyang testimonya sa isinagawang pagdinig ng Senate Blue Ribbon Committee na pinamumunuan ni Senador Richard “Dick” Gordon, sinabi  ni Roberto M. Salvador Jr., na pawang may mafia sa PhilHealth na nakikipagsabwatan sa pribadong health care provider upang maningil sa ghost claims sa ahensiya.


Binanggit ni Salvador, dating miyembro ng Formal Economic sector ng Philhealth na pawang miyembro ng mafia sina: Paolo Johann Perez, regional vice president for PhilHealth Regional Office No. IVB; Khaliquzzman M. Macabato, ARMM; William Chavez, VII; Dennis B. Andre, XII; Miriam Grace Pomanog, XII; Masiding M. Alonto Jr., X; Atty. Valerie Anne H. Hollero, at Atty Jelbert B. Galicto, CARAGA.

Nauna nang sinabi ni Health Secretary Francisco Duque na iniimbestigahan na ng National Bureau of Investigation (NBI) ang naturang sindikato sa PhilHealth.

Isinagawa ang pagdinig ng Blue Ribbon sa mga anomalya sa naturang ahensiya na ibinulgar ni Sen. Panfilo Lacson sa isang privilege speech kamakailan.

Samantala, inihayag ni Senador Edgardo Angara na kailangan nang magsagawa ng mga hakbang ang bagong pamunuan ng PhilHealth upang matigil ang paglulustay ng salapi ng bayan sa mga fraudulent claims.

“Clearly, the Philippine Health Insurance Corporation (PhilHealth) has a multitude of problems that has led to this situation where we have individuals and health care providers defrauding the government of hundreds of millions in funds that should be going to Filipinos struggling to cope with their medical needs,” ayon kay Angara.

“While we are still uncovering more anomalies taking place within our state health insurance provider, there are already steps that we can take to help stop the bleeding,” ayon pa kay Angara.

Pangunahing sa gustong ilagay ni Angara sa Philhealth ang anti-fraud system.

“First, Philhealth should beef up its anti-fraud system. Mas maraming “integrity units” to vet, validate and verify claims, hindi naman lahat but at random, to capture inaccuracies,” ayon kay Angara.

“Meron dapat na tulad ng internal affairs service sa kapulisan na nakatutok sa mga procedures. At ngayon na si Gen. Ricardo Morales ang president at CEO ng PhilHealth, tiyak na kayang kaya niya ipatupad ito,” dagdag pa niya. — Ernie Reyes
