MANILA — A kidnap-for-ransom gang preying on officials of the Bureau of Internal Revenue may be in cahoots with some agency insiders, policemen and a retired military man, the Metro Manila police said Friday. A member of the crime ring was killed when police raided their suspected hideout in Marilao, Bulacan Thursday.

“Talagang may mga pulis na active, hindi natin puwedeng pangalanan, at meron ding mga AWOL na, meron din kaming napag-alaman din na retired military personnel na ginagamit nila, at least one,” said Maj. Gen. Guillermo Eleazar, director of the National Capital Region Police Office. “Tungkol naman po doon sa mga BIR employees, definitely mayroon ding fixer,” he added. (There are active policemen that we can’t name, police officers who are absent without official leave, and at least one retired military personnel that the gang is using. With regards to BIR employees, there is also definitely a fixer.) Eleazar declined to name the suspected conspirators as investigators pursued leads from 13 firearms, receipts and other documents confiscated during Thursday’s operation. Police had spent one year monitoring the group, whose victims were hesitant to file formal complaints out of fear for their safety and privacy, he said.
