Dutere made the statement following the alleged discrimination suffered by transgender Gretchen Custodio Diaz who was barred by a janitress of Farmer’s Mall in Quezon City from using the ladies’ restroom.
Duterte stressed that a transgender woman could use the women’s restroom as along as she already underwent sex change medical procedure. Those who haven’t had sex surgery, however, are encouraged to use either the individual women’s CRs or those “all-gender” toilets including those allotted for PWDs in various fast food chains or and restaurants.
She said her stand doesn’t mean to discriminate transgender women who haven’t undergone sexual reassignment but rather to protect straight women against perverted men voyeuring inside a women’s CR by disguising as member of the LGBTQ+ community.

The President’s daughter earlier said creating more “all-gender” individual toilets in public places will address the needs of members of the LGBTQ+ community.
She said having more all-gender toilet or comfort room (CR) is the best way to address the needs of the LGBTQ+ community without violating the rights of persons with straight gender orientation.
“Yes, that can be an option—an ‘all-gender’ individual CR. Like how we do it with PWDs like how small restaurants do it,” said Duterte.
Duterte stressed that those individual facilities can accommodate every individuals regardless of their distinction or gender orientation.
