Troops under 84IB found Redsa Balatan alias Sining/Julia/Lea among the four wounded armed NPAs after a 15 minute firefight. Witnesses said that she was the leader of the group of armed NPAs that are extorting from the local populace and business people.
The encounter also resulted to the killing of two armed NPAs, and capturing of five, to include Balatan.
According to the reports from different sources, Balatan is an activist during her student days at University of the Philippines Diliman Extention Program in Pampanga (UPDEPP). From then on, she was recruited by the NPA propagandists to join them; she eventually rose from their ranks and was previously the former Secretary of the recently dismantled armed CPP-NPA unit, the KLG Caraballo, operating at the boundary of Nueva Ecija & Nueva Vizcaya. During her capture, she was the Political Instructor and Deputy Secretary of Komiteng Larangang Gerilya Sierra Madre of the armed CPP-NPA that operates in the plains and mountain ranges of Sierra Madre in Nueva Ecija and Nueva Vizcaya. Her path towards becoming a top armed NPA commander explains the relationship between activism and the NPA.

Recovered from the encounter site were the following war materiel: two M16 rifles, three caliber .45 pistols, one hand grenade, 15 M16 magazines, two .45 pistol magazines, two handheld Motorola radios, 14 cellphones, one Samsung tablet, subversive documents and extortion letters.
Major General Lenard T. Agustin AFP, Commander of the 7th Infantry (Kaugnay) Division, said, “While I am proud and pleased to the accomplishment of my men, I am also saddened learning that one of the neutralized armed NPA members is a former activist and a graduate from the top university in the country. Balatan is only one of the thousands of bright students who became armed NPA, some are now lying in unmarked graves, while others are still in the armed struggle business, contributing nothing but chaos and dissent among Filipino people.”
“I therefore call on the thinkers and the movers of our academe to ponder what is happening among our students, our products. There must be something in the contents of our lessons that made these top students join the armed struggle against the government. Are we happy that one of our student like Balatan turned rebel terrorist? I leave those thoughts for the members of the academe to ponder,’ Major General Agustin added.
