Ayon sa Pangulo, medyo naantala lang ang pagbili sa mga sasakyang panghimpapawid dahil sa kakulangan sa pondo. “There’s always not enough to go around with… Just because Russia is a friend, it doesn’t follow that we abscond or do not pay our debts… But we have placed the orders now — 12 military helicopters, cargo choppers,” sabi ni Pangulong Duterte.

Magugunita na noong nakaraang taon ay sinabi ng Sandatahang Lakas ng Pilipians na tinitignan nila ang posibilidad na bumili ng 16 helicopter units at mga armas mula sa Russia bilang parte ng modernization program ng militar. Matatandaang nagbigay na ang Russia ng defense gear sa Pilipinas bilang donasyon. Ang Russia ay ang ikalawang pinakamalaking exporter ng armas sa buong mundo.

Noong Oktubre 2019, bumisita si Pangulong Duterte sa Russia sa ikalawang beses upang pagtibayin ang ugnayan ng dalawang bansa. Lagpas P620 million business deals ang napirmahan noong panahong iyon. “I’m sure Russia could come here and look for valuable businesses that can help Russia and we do not consider the distance as a limit in our friendship, in our desire to be a partner of Russia and the rest of the eastern countries in trade and commerce… We do not think that the distance is on the minus side, it’s a plus side, and nothing can really be a hindrance if you really want to do it with another country,” paliwanag pa ni Pangulong Duterte.
